So, we combined expertise from State of Life, PRD, and Impact Reporting to create MeasureUp – a free, credible, open-source valuation framework to help you measure and value wellbeing, properly.

Charlotte Osterman is the Private Sector Lead for Social Value UK – the professional body for social value and impact management in the United Kingdom – and partner of Pax Tecum Global Consultancy specialising in mediation, impact assessment and political advisory for sustainable development. As a dedicated, and qualified, Social Value Practitioner Charlotte is experienced in developing good quality social value analyses, as well as supporting others in developing their own good practice.
Dr. Allan Little, Chief Economist at State of Life and founder of Mission Economics, brings 18 years of Government Economic Service experience to the field of social value analysis. He served on the Treasury’s Chief Economist Appraisal Group for over a decade and co-authored the Green Book’s Wellbeing Guidance for Appraisal. With a PhD in Economics and leadership roles across multiple government departments, Allan has shaped economic policy and analysis in education, transport, employment and regional development. He won the John Hoy Memorial Award for the best economic analysis in Government, alongside many other accolades in academia and the charitable sector. Allan is committed to making top-notch social value analysis accessible, sharing our vision for Measure Up.
Nicola Lynch is a Social Value consultant & Impact Management Specialist working across the UK & Ireland. She works closely with Social Value International and member networks in the UK & Ireland. She is one of only 14 Level 3 Advanced Practitioners and 4 Accredited Trainers in the UK accredited by Social Value International. Nicola also holds Associate Trainer roles with the School for Social Entrepreneurs and the New Economics Foundation and she is a Senior Associate (Social Value) with Civil Society Consulting CIC. Alongside her consultancy, she was also the National Lead on Civil Society for Social Value UK for 3 years and specialises in supporting the voluntary, charitable and social enterprise sectors. She is committed to using her platform to ensure that social justice remains at the heart of every discussion about social value.
Joe Came is the ESG Manager (Environmental Social Governance) for Efficiency North. He has worked in social value and sustainability within construction for over three years, on both the contractor and procurement sides of the industry. He brings experience in social value project delivery, reporting, policy and strategy development, bid-writing, and community engagement.
Previously, Joe has worked in the public third sector with stints at the British Red Cross and an internship with Nottingham City Council. He has a BA (Hons) degree in History & International Relations from Nottingham Trent University and an MA degree in International Development from the University of Sheffield.
Anthony Burrowes is a dedicated and highly skilled social value and community engagement professional with a robust educational background and extensive experience in project management, leadership, and digital marketing. With a Master’s degree in Youth and Community Work from Maynooth University and a strong focus on community-driven initiatives, Anthony has continually demonstrated a commitment to improving the lives of communities that he is working with.
Anthony has over 18 years of experience working with NGO’s across Ireland and Europe. Now working as a Social Value Manager with Sisk, Anthony is utilising the networks that he has created to develop sustainable, impactful social value engagements.
Tim Goodspeed is an experienced trainer and practitioner in social value and one of the founders of Social Value International. He started his career in economic development and regeneration. morethanoutputs began in 2000 supporting social enterprises in Yorkshire. This naturally grew into the developing field of social value and a lead role in developing Social Value International from inception to date. More recently he has developed Wellbeing Valuations for use in Social Value assessments.
Siân Rebourg, Head of Social Value at Hill Group, is responsible for Hill’s approach to social value, reporting and ensuring Hill has a positive, lasting impact on every community they work in.
Siân has been in and around social value for over a decade. Alongside delivering social value in residential projects, Siân has extensive experience working for the public and third sectors, delivering projects focused on supporting those who are furthest from the job market to access employment. Originally working on Infrastructure projects, Siân has been responsible for delivering social value on large projects such as the London 2012 Olympic Development & the Northern Line Extension. She was also one of the founding project managers of Women into Construction, setting up delivery on the London 2012 Olympic Project.
Claire Cottingham is Head of Social Value at Capita Health and Welfare. She has worked in social value and sustainability within the construction and professional services sectors for over 20 years and brings extensive experience in developing and implementing social value strategies, managing projects, tenders and funding events, and reporting on social value.
Claire has participated in regional leadership groups focused on how businesses can support their communities, been a member of the Cabinet Office Open Business Forum for Communities sub-group and conducted secondments to Business in the Community and Liverpool City Region Local Enterprise Partnership (looking at social value through procurement and community energy projects).
Sizi Sibanda is the Social Value Manager for King’s Cross with Related Argent, leading on social value delivery and impact measurement across the 67-acre estate. Sizi graduated in 2014 from the University of East Anglia having studied Philosophy, Politics and Economics.
Prior to joining Argent, she worked in the construction industry with main contractors across Property Services, Design and Build and Heritage Construction projects, however Sizi began her career working in the charity sector.

We believe in transparency and openness, so we source our valuations and methods from the best available open data or published research whenever possible. Contributing organisations are credited with links to reports detailing how the data was generated and its key findings.
