New Social Metrics Added: Children’s Life Satisfaction, Traineeships and Reduced Homelessness

(October 2025 Update): New wellbeing and inclusion valuations now live: children’s life satisfaction, traineeships and reduced homelessness

We’re pleased to announce the addition of three new social value metrics to the MeasureUp framework. These new values expand our coverage across wellbeing, skills development, and housing stability, three areas with growing relevance in public and community outcomes reporting.

Each valuation is based on credible, published evidence and designed for practitioners who want to measure social impact more consistently and transparently.

Let’s take a closer look at these new values.

PW2 Improved Children’s Life Satisfaction 

In the context of children’s wellbeing, “Improved Children’s Life Satisfaction” usually refers to a positive change in how children perceive and evaluate their own lives. It’s a subjective wellbeing measure, more about how children feel and think about their lives rather than purely objective conditions.  

The headline value of Improved Children Life satisfaction is based on the paper The C-WELLBY: Towards a Universal Measure of Children’s Wellbeing for Policy Analysisby Isaac Parkes. 

Headline value is £15,920 in 2024 prices. 

This is the monetised value of a 1 WELLBY change in the wellbeing of a child. 1 WELLBY is an increase in life satisfaction by one point on a scale of 0 to 10, for one year. 

In silver level, consider realistically the age of the children who will get the intervention Therefore you can calculate apply the appropriate WELLBY values: 

  1.  Each one-point increase in the SDQ difficulties score (meaning more problems reported) corresponds to a decrease of 0.146 in the WELLBY value.  
  1. Each point in children’s self-reported happiness (0-10 scale) corresponds to an increase of 0.546 in the WELLBY value. 

ES2.2 Being on a traineeship 

Traineeships” in the UK are training and education  programmes designed to help young people aged 16-24 with intensive work experience, and work related skills.  The aim is to provide individuals  with the confidence and best opportunity for moving on to their next employment or apprenticeship steps.   

The headline value is based on the report Estimating the impact of Traineeships” by the Department for Education. 

Headline value is £4,500 in 2023 prices.  

This is the monetised economic value for 1 person after participating in a traineeship for up to 6 months is £4,500, based on employment or apprenticeship potential for 1 year post traineeship. 

In silver level, consider realistically the age of the trainees who will attend the traineeship programme.  Therefore, you can calculate apply the appropriate economic values. 

WWL5.2 Reduced Homelessness 

Homelessness, is the condition of lacking stable, safe, and functional housing.   In the UK, The Housing Act 1996 defines a person as homeless if they either: 

This value is based on the report “Assessing the costs and benefits of Crisis’ plan to end homelessness” by Crisis commissioned PricewaterhouseCoopers LLP (“PwC”). 

The headline value of reduced homelessness which is £7,500 per person per year in 2023 prices for Great Britain.
